Since carbon dioxide reacts with water to form carbonic acid, there is a decrease in blood pH causing hemoglobin (red blood cells) to release oxygen into the tissues. This is called the "Bohr's Effect". The increase of CO2 in turn increases the level of oxygen within the tissues because hemoglobin has less affinity to oxygen at higher carbon dioxide levels.
